93' 9000 CDE: headlghts not turning off, buzzing noise

Recent problem, when the car is turned off and key removed, the headlights remain on, and there is a strange buzzing noise within the engine.

When I remove the headlight relay, they go off, and when I put it back in, they stay off. However, the buzzing noise is not from this relay.

Furthermore, the lights sometimes do not go on when the car is turned on, requiring you to turn the light switch to park, then back to on, to get them to stay. And, they sometimes turn off by themselves.

I assume part of the problem is the relay, but I believe there are other things involved.

Any help would be appreciated.
