wide headlamp Hi/Lo relay. This enabling signal comes in under the relay rack by the battery on a yellow wire 0.5 mm2 size labeled #31 to the #85 socket and #86 blade of the relay. The stalk high beam signal goes to ground when pulled and goes to the Hi/Lo relay on wire #32 Rd/Wh 0.5 mm2 coming in on socket #A4 and #S blade of the relay. If you have a leakage of power through the panel light switch for some reason, it might provide a marginal level path which is keeping the logic device to buzz. I can't see what other relay in the light area which would be buzzing. By removing the H/L headlamp relay you allow it to settle back to dead and there might be too low of a voltage input on 86 still to turn it on. However, the power relay which enables power to go to the engine running power rail (on detroit iron is referred to as IGN power) would be from the ign switch. To check access the relay rack behind the glove box fuses and on the far right side of the assembly is a distribution rail of this #+15 (ign) source. If it jumpy it is the ign sw. if it is steady you need to measure volts going into the headlamp panel switch on X and going out on 56 of the sw body.
