The flap is a flat piece of plastic inside the blower box. There is a shaft running through the flap, and one end of the shaft sticks out of the side of the blower box (right side, facing forward). Part of this shaft is an arm sticking pretty much up and slightly forward (depending on shaft position). At the very top of the arm there is a stiff wire running back through the firewall to the heater control (servo for ACC, knob for manual temp control).

If the wire pulls back, it pulls the arm backwards. The shaft will rotate, which moves the flap.

The common failure is for the arm to snap. Now the arm will move back and forth, but it won't rotate the shaft.

The $8 kit assumes that the arm has broken about half-way up or higher (closer to the wire connection). Basically, the kit works if you have some of the stub of the arm still attached to the shaft. You remove the broken part of the arm from the wire. The kit piece is a metal arm. You then stick the kit piece down onto what's left of the stub of the arm still attached to the shaft. You then connect the wire to the end of the new metal arm.

IF the arm has snapped off right at the shaft, the kit won't work. It needs at least a little of the arm still attached to the shaft. I have also seen the shaft break.

If the arm has broken off right at the shaft, you've got a few options-
1) replace the flap assembly - you get a new flap, shaft, and arm. Cheap part, lots of labor.
2)See how good you are with epoxy. Glue the arm back onto the shaft. Be Very Careful not to get extra epoxy in the area, or you'll glue the shaft to the blower box. I've used this method before - it lasts for a little while - the best I've gotten was a year.
3)Get a small vise-grips and clamp down on the shaft. Move it to the cold position (I can't remember which way, experiment) and wire it in place. This will work for the summer. You won't be able to adjust the temp, but it sure beats frying. You can then move it to the 'hot' position in winter, and try and control temperature with the fan speed. Spring and Fall are pretty much a crap shoot.

If the shaft has broken, you are SOL, and the only choice is to replace the flap assembly.
