I would not bother with making or buying a device to remove/install the belt. The simplest way by far is to use a 19 mm socket and a 18" long, 1/2" drive breaker bar.
During removal, loosen the idler pulley between the alternator and the power steering to remove the belt provided the belt is intact. Upon installation, use the breaker bar and the socket to fit into the reverse threaded bolt on the tensioner. Stand in front of the car, push the bar toward the rear to compress the tensioner. When it is compressed, use the right hand to hold the bar, keeping it compressed, then bend down to use the left hand to fit the idler pulley up (with the belt already looped of course).
