Where does this vacuum line go?

In my '93 9000CS Turbo, right next to the MAP sensor on the false bulkhead, there's a small cylinder with a few vacuum lines going in and out of it. The line coming out on the passenger side (closest to the MAP sensor) appear to have been cut. I haven't been able to find any pictures showing where this line goes (and, in fact, the pictures on Quasi's site don't even HAVE this crazy little cylinder), so I'm not sure what it's for or if it comes like that stock.
I've attached a picture of it. Anyone know where this line is supposed to go, if anywhere?
