That control valve is operating TBPV.
One of the vacuum hoses goes from under the throttle body to valve solenoid. Second one have full vacuum from a T-connection close to throttle body area and the third hose goes down to TBPV.
Sounds like TBPV is blown.
Start with fixing those problems before you go for a new throttle body.
The different vacuum leaks could disturb the equlibrium of TCS system.
