If you think $1000 to fix is too much, the cost of removing it will be at least a couple times that. And no, the TCS defeat won't help if you've got a fault in one of the system components - all the defeat does is prevent the wheelspin signal from getting to the TCS system, the throttle is still fly-by-wire.
You first need to do the basic troubleshooting. Is it an electrical glitch (have you tried removing/wiggling/replugging all the connectors you can get to)? One of the known problem areas (fail-safe valve, throttle body, throttle pedal potentiometer)? Control box (unlikely)?
Throttle bodies show up on eBay periodically, going price is somewhere around $200-300.
Our '92 had an intermittent problem that was related to the position of the motor housing in the throttle body - put a wire tie around the throttle-body electrical connector and strap it up against the throttle-cable bracket and see if it helps. I took it out and drilled it for a setscrew to hold it in position, that lasted five years. When it finally croaked I picked up a throttle body off eBay. Works fine now.
