burning brake pad smell

I put new rotors and pads on all 4.. the car was fine for
a while.. but after leaving it a month and coming back we
discovered that the passenger side front was emitting a brake
burning smell, and the wheel itself was getting very hot..
even on very short trips. The others were all fine. I
dismantled the side again making sure that everything was
completely clean when I reassembled it. This is my 3rd saab
9000 and I've done this job many times before in the past..
The wheel spins freely when the car is jacked up, and there is
a tiny bit resistance from the brakes as the wheel spins.
Any ideas? The rotor didn't seem to be warped. Should I just
ignore the smell until the pads have time to break in?
