Sounds to me like you have either a vacuum leak or the BPC valve
problem. Another possibility is a split in one of the intercooler pipes.
Remove the hose to the actuator (W line I think) and go
for a ride. You should get max (uncontrolled) boost. Watch the fuel
cut-off. That verifies that there is boost available and no holes in the pipes.
Make sure the cruise control switch on the brake pedal is working.
Cruise = base boost.
other than that, it is either a leak in one of the hoses or the BPC valve is bad.
Some people have fixed a BPC valve by squirting WD40 into it and slinging
it around to spead the oil.
Let us know what you find out.
