The relay labeled as 107 which powers the fogs is located in the glove box relay rack. Second from back row far Right side.
Wht and Blu/Wht feed the coil in the socket. Blu/Wht should be cut and fed to ground on the coil side of the cut. The wire on the other side goes off to the #4 fuse in front of the battery. Cap it with a butt or pigtail splice to isolate it as it will have voltage on it during hi headlamp condition.
This should give you desired switching. But looking back on your posts you have an 88 model yr, right? Don't know if same as mine.
