Testing the valve requires nothing complex at all. You don't even have to remove the valve for primitive diagnosis.
First, disconnect the big fat hose from the intake manifold, with the ignition off, the valve is not powered so you should be able to suck on the hose and get no resistance. Don't over-suck or else you'll be inhaling fuel fumes -- not good for your lungs i've been told ;-)
The pass rate here is high since the valve has a safety mechanism whereby if it failed it remains open.
Second, switch on ignition. Now the valve should be powered and you should not be able to draw air from the hose. You should therefore be able to hold vacuum on the line. If not, you have 3 possibilities:
1. The line is ruptured or is disconnected from the valve. If it is the later case, then you're drawing pure air with no fuel smell when you suck on the line.
2. The purge valve itself might be defective.
Before you through in another valve, check "3" below.
3. Voltage is not supplied or not supplied properly to the valve.
Hence the problem I am facing. I can't offer any advice here until I
do further diagnosis. I will certainely get to it though hopefully with
the help of a "service manual" instructions.
