Can't find my wiring book to verify this, but I'm 99.9% sure the only "intelligence" in the instrument cluster is the EDU (the display w/MPG and so on).
The fact that the light was on with no ABS ECU connected may be a hint to where your problem lies - a wiring problem in the circuit for the light?
The ECU monitors that circuit for shorts and opens and will set a fault code (thus turning on the light) if a problem is found. Yes that's right, if the bulb's burned out the ECU's response is to turn the light on. ;^)
I'll double-check this if my book turns up...
