turbo problem, bouncing of 1-3 psi under boost .....

Greetings, I am from mass and have recently came back from a 2100 mile trip to Myrtle beach South Carolina.
While down in SC I had the waist gate rod fall off the connector I put it back on in a parking lot and all was good.
On the way home I was driving about 80-85 mph with a car full of 3 people and gear, cruising in 5th gear accelerating 3/4 - full boost I was experiencing a chugging of the turbo I could see on my PSI gauge a drop and regain of 1-3 lb. thought this to be a bad hose bleeding off peak PSI but after replacing a few questionable ones I have started rule that out. I have secured the waist gate rod to the spring tensioned pod it clips to with a hose clamp. It now moves freely but will not fall off "hoping that would / could do something"
ALSO now at home I feel this problem at lower RPM under boost driving up hills it feels as though the turbo is sputtering. To add to the question I can hear a noise that of a shaking coming from something metal moving with the bouncing PSI. It is relatively quiet almost "sounding like that of an exhaust heat shield slightly rattling from under the hood" the only thing I can even guess this to be is the waist gate rod moving back and fourth rapidly making this noise "but that is just a shot in the dark"

can anyone help me with this turbo problem
