First, #1 reason for lousy cooling is a leak. That said...
You have the Seiko compressor which is prone to shutting off completely in hot traffic as a result of the air gap. If the compressor is still running in traffic, but just not working well, you could have a weak valve in the compressor (or a leak).
There is also the thermal switch on the compressor body to consider. This switch turns off the compressor when it gets too hot, which will happen on a hot day if there is an overcharge. I don't think this is your issue because I experienced this driving as well as in traffic.
If you want to do some self-diagnosis, you need a good thermometer to stick into the center vent. If the center vent is blowing 50 degrees or less when you are driving at 30 mph or higher and rises to 60-65 degrees very quickly after you start driving very slowly, the problem could be in the compressor. This was the case with my 93cs. On the other hand, if the center vent temp rises quickly to 85 degrees after being stuck in traffic for a few minutes, I would suspect the air gap.
