TCS limp home/bypass valve?

I have a 93 CSE that I'm beginning to think is cursed. I had limp home problems awhile ago. My mechanic recommended a new throttle, but it turned out to need a new safety valve (on the firewall. After that it was good for awhile, but now I'm having a lot of problems.
When it started happening, I switched out the the bypass valve on the fender, with one from our other car, and that helped. Until I could get a new one, I used an old safety valve from the firewall. That mostly worked, but not always. I knew that that valve was bad when it got hot, so I figured it would be ok when I got the new valve. (The old bypass valve tested around 1000ohms, so I'm pretty sure it's dead.)
Well, the new bypass valve came today, and right after I put it in.... Limp home.
The strange thing is that switching out one valve for another almost always fixes it. I'm going to replace all the vacuum hoses tomorrow and hope that fixes it.
But here are my questions:
What does this valve do? I understand that it modulates the vacuum to the turbo bypass valve, but why? I don't know why that would be necessary.
How does the TCS system detect a problem with this valve? Does it sense an electrical problem, or a problem with vacuum?
Help! I'm starting to hate this car! I'm going to take it to get checked out next week... Who is the TCS expert in the Philadelphia area?
