Take a look at the diagram in the link (from eEuroparts, one of the site sponsors), which is a view of the engine from the right side of the car. The two smaller, central wheels are the tensioner pulley (right side of diagram, front of car) and idler pulleys (left side of diagram, rear of car).

If the rear idler pulley seized, it may have broken off its mounting, a cast aluminium (?) piece which also mounts the alternator and power steering pump. This part will only be available from a dealer (or an auto "recycler"), will be priced at high "dealer prices", and will require removal of the alternator and PS pump to replace. Bob S. says above that this will add only another 12 - 20 minutes, but I can't say - the shop may be estimating conservatively.

If the front tensioner pulley broke off its mounting, a couple of steel angled plates mounted to a cast aluminium piece along with the tensioner "shock abosorber", this does not require removal of any other pieces, unless more damage occurred. Replacement of this piece should not require a lot of time, unless a mounting bolt broke off in the engine and will require drilling to get it out.

I would advise replacing both idler and tensioner pulleys (and the belt!) while you are at it and take a good look at the tensioner assembly for smooth operation and leaks. Be aware that a shop is going to charge "list price" for all their parts, this is where some of their profits come from. It's hard for us to evaluate this remotely, and since we can't see or touch the parts we can only guess.
