What is the temperature gauge reading? It should go up to about 9:00 (level) as the car warms up. If the needle stays down at the very bottom of the green, then I'd suspect a stuck-open thermostat. And a stuck open thermostat will give you little or no heat.
Watch the temp gauge as the car warms up. Usually it'll go to a little higher than 9:00, then drop down as the thermostat opens. The temp will creep up, then drop down, and keep it up until the system temperature stabilizes. Do this while driving around - the car heats up very slowly just idling.
