Yup, the previous owner wired out the APC solenoid. As the others have said, as long as your engine isn't detonating, all is fine. Of course, if your engine does start to ping, unless you know you can detect it and back off, you'll risk perforating a piston or two.
As roman says, your emissions issue most probably isn't the APC/(aka BPC). Most emissions tests are run at idle, or at a low, steady speed, and the turbo isn't a factor.
There is no 'magic in a can' to pass emissions. The trick to passing emissions is to have the car tuned properly, and to track down problems.
Without knowing what emissions tests were failed, it's hard to pinpoint the problem(s). In general, HC or CO issues are related to running rich. That could be a bad O2 sensor, bad fuel pressure regulator, leaky injectors, etc., etc. High NOx tends to be due to running hot, which could be due to lean running (vacuum leaks, fuel pressure regulator, ignition issues....).
Before I tried magic in a can, I'd make sure the car is running right. Not only are the emissions down that way, fuel economy and performance will be up. Replace the spark plugs if they look old, and make sure they're gapped properly. Track down all the vacuum leaks, and don't stop at the first one you find. Make sure the air and fuel filters are clean - replace them if you don't know the last time they were replaced.
The Aero is a piece of high performance machinery, and it has been modified for even more power. Things like this require maintenance to keep them running, and running well. Spend some time now getting the car sorted out, and you'll be glad for it. Try some band-aids, and you'll regret it.
