Charging problems - continuing

.... my 88 9kt has been sitting in garage a few weeks... noticed EDU showed only 11.5 volts and test at battery showed 12.2 .....
... consensus seemed to be bad alt or brush set so i rebrused the old alt - put it back in but got same volts .. then i got a used alt - bench tested ok - put it in - same issue.... today took the old alt with new bruses to same local alt rebuilder - they said its ok too...
.... i've read posts about bad grounds and\or bad cables. any suggestions on which cables to check first and how ?? i have a cheap tester but not sure how to test resistance.... if cables arent that expenseive - i'd probably just put new ones on - but which do i get? I read something about a new cable for the b+ terminal on the alt.... whats that?
any thoughts appreciated...
