Sounds like that should be ok. Did you check between 3 and 5, though? How are those?
The next thing I'd do to try to rule out the TB is to check those same values at the other end of the wires. The ECU is under the driver's seat. You should unplug it and check resistance values there. You should be able to find a diagram on the Townsend Imports website to Identify the wires. If not, I can email you instructions tomorrow.
While you're there, they have the official instructions for voltage checks at the ECU. This would be a good next step. If your problem is intermittent, it may be very tough to figure out, though. I found it necessary with both of my TCS problems to keep a meter in the car so that when it stopped working I could check it then.
If you have a mechanic who has a lot of experience with the system, don't hesitate to take it to them. On the other hand, you don't want to take it to someone who hasn't dealt with it a lot.
