Voltage fluctuations, could it be altenator?

So for the past year now my '94 9k Aero will start with a voltage of 9.8 to 10.1 V (It is not temperature dependant). When I am driving the voltage on the display will be anywhere between 12.5 and 13.3. If you look at the guage while driving the voltage seems to fluctuate for example you will see 12.5,12.7,13.1,12.6,12.8,13.3 in no perticular pattern or time interval. I get the same readings reguardless of electrical load or engine speed. Since this has been going on for close to a year I want to say that is not a major issue, but I would like to get an idea of whether or not I should purchase a new brush kit. Also how hard and time consuming is it to replace the burshes? Does it require removal of the alternator or can I do it with the alternator in the car?
