These displays certainly do vary a lot, but perhaps the charging rate does too. For instance, on my old 9000S the charging rate ws regularly shown as 14.3 volts but on the current CSE the rate is seldom over 13.9, normally the low 13s and varying as KeithR says. On a hot day the charge rate will be lower. But if my display showed less than 10 after starting, it wouldn't have started in the first place!
The Haynes manual lists the following possible reasons for your problem: worn brushes, weak brush springs, faulty voltage regulator, a faulty diode, a severed phase winding or worn or damanged slip rings. You can check the brushes with a micrometer, see if the slip rings are scored, and replace the regulator - but I'm pretty certain the alternator will have to come out, though when my regulator went I was told there was a sporting chance of changing it by the roadside if the RAC rescue driver had a spare Bosch part on board. He didn't, so I got towed anyway.
