primarliy because the pump and the rack (at least in the 900) were made by GM's Saginaw Steering division. Similar pumps and racks are put into Chevys and other GM cars - my old 900 actually had inch-sized bolts to fasten and adjust the pump, probably made before GM switched to completely metric. I can't imagine any power steering-specific fluid not meeting this spec, but it should say so on the bottle. If the Valvoline fluid meets the GM spec, then the service manager is incorrect (as well as abusive). Does he want you to use SAAB-brand motor oil as well?
However, NO car should be driven if the belt that drives the water pump is broken. I'm not sure where the 1991 temperature gauge sensor is located, but it's on the intake manual of some SAABs. There, it measures the temperature of circulating coolant, not the cylinder head. So, if there's no coolant circulating, what are you measuring? I hope that you did not do serious damage.
I think that you need to seriously look for another place to service your car.
