If the fan still isn't spinning, try turning it with a bent paperclip. To lubricate it, I don't use oil based products, like machine oil or WD40. They leave a film that attracts and captures dust and dirt. I use a teflon-based spray that evaporates, leaving the teflon particles behind.
Removing the sensor simply consists of pulling it straight out from the dash. OK, it isn't that simple, but it is just pulling it straight out. This is the same method for all the square items in the dashboard (seat heater controllers, etc.). They are just a press fit. I get two small blade screwdrivers, and try and 'rock' the device out, with one tool above and one below, creeping it forward a hair at a time. If it's hard, but something else in the area comes out easily (e.g. AC switch), then take that out and try and get behind. Any time I pull a switch out of the dashboard, I have some string handy to tie to the cable - otherwise, they like to disappear back into the dashboard.
Of course, if you're convinced you're going to replace the fan, you can just grab ahold of the grill with some needle-nose pliers and yank - if you're going to replace it, you don't care if you break it. I'll be embarassing if you find out it was just a loose connector.
