1993 9000 turbo TCS trouble, vacuum lines

This is more a question about what isn't in Haynes, or at least what I can't find.
My TCS CTRL light is on all the time, throttle is hard to press, etc. In looking at attendant wiring and vacuum lines I find a potential problem but have no idea how it should be.
Next to the MAP sensor on the firewall is what looks like a vacuum line valve. In one end of this are two vacuum lines. One runs to the intake plenum. The other runs to the throttle butterfly controller.
At the other end of this valve is a two conductor plug and a brass fitting that looks like it wants a vacuum line connected to it. Trouble is that there is nothing connected to it. This pipe stub just sits in the atmosphere.
Should there be a third vacuum line to this switch?
A vacuum gauge showed that the line from the intake plenum to the switch was seeing a vacuum with the engine at idle, but that there was no vacuum in the line to the throttle butterfly.
Would the electrical switch control that? And if so, under what circumstances should there be vacuum supplied to the throttle controller? (or maybe just at boost?)
Thanks so much, and if you know the whereabouts of any more documentation on this TCS system, I'd love to know about it.
