Temperature Sensors

Occassionally my temperature gauge does not provide a reading. It just sits there on the bottom, as if the car were not running.
It will then suddenly move up to the normal operating temperature position and stay there after the car has been driven and warmed up.
So, of course, I am assuming the sending unit (in the end of the head) is intermittently faulty.
However, the radiator cooling fan sometimes runs when the engine is cold (I live in Canada, and it has been quite cold). It will stay on for a short period of time and then go off. It does seem to operate properly when the car is hot, although here that rarely happens here in winter.
My question is, are these two problems connected? I know the cooling fan temperature switch is in the rad and thought it was the only control for the fan.
Any insight will be appreciated.
