The motor has a specific distance/position memory so it know exactly where to stop and start again in each direction (i think this is controlled by a relay), in other words it could have slipped a tooth on the cable and now the alignment is not correct for it to open in both directions.
I can't remember how exaclty how it all goes together, but I remeber it being fairly simple to disassemble the motor/cable mechanism and realign it.
Sometimes my 94 won't open when all the windows are open at <70mph (air pressure), but moving up and down once usually pops it out.
Both of my 9000s have the extra 2" feature that turrbo mentioned (not sure if this is much a feature as a design flaw), although neither has a problem sticking in that position.
I completely replaced the whole assembly on my 89 9000cd. It flew off on a highway luckily completely flying over two cars behind me! My fault for not having all the bolts tightened down properly after a headliner procedure. Now I have a glass sunroof, yaaay.
