car-seat tether points

Rumour has it that on the 9000CS car-seats tether to a point on the hatch sill at the rear of the vehicle. However, my tether is a bit too short, and the bolt supplied with the seat is far too substantial to bolt into the sill.
I'm wondering whether or not it is safe to tether a forward-facing seat to one of the luggage tie-down points instead, such as one immediately behind the rear seat. I should think that these would be more than adequate...
Any thoughts?
