VDO Boost Gauge / 18 PSI in 94 CSE

Well I installed my VDO Vision boost gauge. Actually I just took eveything apart and hooked it up, then drove around a bit for curiosity.
Anyway, just as I suspected I'm getting around 18 PSI max boost and probly around 16 or so sustained, swear I saw the needle hit 20 once. What's going on here I thought my a non-aero 94 cse was supposed to get about 12 PSI max boost? I have beens suspecting something fishy for a while, could my base boost be set too high? More readings for fun, idle gives me about 20HG, down a hill in gear gets almost to 30 HG.
