do you have the Garrett T25 or Mitsubishi TD04 turbo? Stock CSE comes with the T25, but the previous owner could have installed the TD04. If you have the TD04, you could very well be hitting those psi's.
As for the Hg's, those are the same readings I get as well. The VDO gauge you and I have displays vacuum as well as boost (for those who don't know this style of gauge).
Incorrect base boost settings will not increase the amount of boost the turbo will put out. But it doen't hurt to see what the base boost is set at. Look through the archives for DIY, or take it to a dealer ($35).
Other than that, you could be having a BPC problem, and this will surely burn out your turbo and engine if not taken care of. Try cleaning the BPC with carb cleaner, then a shot of WD40. See if that helps. You also could be having an ECU problem, or your wastegate is not attached/not functioning properly.
As fun as it is, it could lead to premature death of your engine/turbo if it is a malfunction of some sort.
Like I said, even with my re-mapped ECU, I rarely hit that high of a psi.
