15 V is toooo high. Should be no greater than 14.3 and that is into a freshly depleted battery at start. 13.8 is ideal voltage on a '12V' system. Did they read voltage with a moving needle meter or digital? The mechanical meter can be way out of calibration and the may not know enough to notice. Toss a hand held cheapie meter on the sys and see how it behaves. Let it idle back to a plateau level and that is system recovered voltage. Then add load to max fans, high beams, and Led Zepplin (jes kidddin') . Shouldn't bottom lower than 12.8 - 13.2
