As gpost says, that's the line from the throttle body to the idle valve. That is on the pressure side of the throttle plate, and therefore sees full boost pressure.
The idea that your hooter valve is bad is something to check. The hooter valve prevents large pressure surges on the input side of the throttle plate if the plate is closed quickly. Pressure surges could help push that hose out. The hooter valve is the black plastic cylinder, with two fat and one thin hose. Pull the thin hose off the throttle body and suck on it. If you can pull air through it, the Hooter valve (AKA Turbo Bypass Valve) is bad. If you feel like the hose is plugged, the hooter valve is OK.
That pipe is a press fit in. I guess it can therefore fall out. I would clean any gunk out of the hole, and stick it back in with a coating of something like Loctite Blue (non-permanent thread locker). This isn't an adhesive, but it'll provide some bite.
As to the oil in the throttle body, that's normal. A little bit of oil gets past the turbo seals normally, and that'll be pulled into the TB. There is also a big, honking tube from the valve cover into the TB. That sucks in oil vapor from the valve cover. Some of that oil vapor will get into the throttle plate area of the TB. Again, perfectly normal. It builds up slowly. Wipe out the TB with a lint-free rag and go on. I'll bet you haven't clean the TB out in a few years (I know I don't), so a little builds up and looks like a lot. If you wipe it out, and you check again in a week and it's soaked with oil, then you've got an issue.
