Most humans can't produce enough force on the hose to make the wastegate actuator move. Not unless you can regularly suck bowling balls up through sewer pipes. Not a pretty image. And you need to blow very hard to make that actuator move.
Reach under the (cold!) turbo and see if you can manually move the rod on the wastegate actuator. It should move in and out about 1/4 to 1/2 inch. Not a ton of movement. Make sure it isn't binding. It should be hard to pull out, and it'll want to pull in.
My guess is that the wastegate actuator is stuck.
What are the problems with boost? How much boost do you get, and when? Remember, the engine control can also adjust boost by limiting fuel.
