There are a few checks for the O2 sensor, but the more I think about it, the less likely it's the issue. When you're running at full boost, the O2 sensor isn't really in the picture - the ECU is just trying to keep up with fuel. O2 sensor would be more of an issue at minimal boost/idle/regular driving.
The FPR requires tools. You'd want to check the pressure, so that's a pressure gauge in the fuel line. Something you might want a shop to do. The other measure is fuel flow, and in that test you run the pump and measure how much fuel comes out in a set period of time. Again, since we're talking open fuel at pressure, having a shop do it may be a good idea.
You said that you used to have more performance, but it's down some, and you changed plugs about 1K miles ago. Maybe there is a connection. If you haven't used the exact NGK plugs specified in the manual, then do so. I'm assuming your car is DI equipped, and the DI is very sensitive to plug type and gap. Frankly, the plugs will tell a lot - look for color and condition, and of course, re-check gap.
Performance at full boost is tricky - you need lots of fuel and air, and just one being a little off will take the 'edge' off. If you haven't replaced the fuel filter in the past couple of years, think about doing that. A clogged filter can restrict fuel flow, and reduce the max fuel you can get, just when you need it most. The same with a clogged/old air filter. It takes an amazing amount of horsepower to pull air through an air filter, HP that isn't making it to the wheels. And that horsepower extraction goes up with increased airflow - high boost. So something as simple as a clogged air filter can easily make the difference.
