A/C help wanted

I posted a few weeks ago, but my problem has gotten worse. 1997 9000 CSE anniversary edition with ACC.
Here is the situation. My A/C will cycle 1 time (compressor kicks on, runs for about 20 seconds, kicks off) and will not cycle again. I had someone check the R134a pressure and he said it looks like I've got plenty of pressure in the lines. Any idea what could be causing it?
I took my A/C relay apart (the one in the relay box next to the battery) and cleaned the contacts. I can watch that kick on and watch the front fan kick on. I also switched the hi-pressure relay (little one in the same relay box) with another one. No dice. Still same problem. Help. It's getting hot outside.
One recommendation was to clean the relay that is located under the passenger Airbag area. I removed the 2 torx screws to that panel bur couldn't get that panel off. I'm not sure there is anything under there. Please advise on that idea as well.
