Door lock - bad motor/actuator?

Having a problem with the front passenger door lock. A few days ago, I used the key in the driver's door to unlock the car. Only the driver's door unlocked. I realized that the fuse had blown, and replaced it. However, now all the doors except the front passenger door unlock with the key in either front door or with the central locking button. The passenger door will lock and unlock with the key in the passenger door, or by pulling/pushing the lock button itself. The passenger door lock does not move to either the central locking button or the key in the driver's door.
My assumption is that the door lock motor/actuator has failed, and needs to be replaced. Is this a reasonable conclusion? Anything else to check before looking for a used (preferably) motor?
