Before I assumed the actuator had failed, I'd look for something simple like a bad connection or a bad linkage. Hold your ear to the passenger side door while someone uses the central locking. Do you hear a thump? It'll be hard, because all the rest will be thumping along. It's possible it's nothing more than the linkage between the actuator and lock mechanism fell off. You'll see that when the door panel comes off.
It may be the motor, but do the easy stuff first, like checking the wires where they come into the door. That gets a lot of abuse.
As to the window, make sure all the bolts holding the track in place are tight. There is also a clip that connects the window glass to the cable that moves the window - make sure that is secure.
I'll bet one of the window tracks has loosen up a little, and tightening it back down will do the trick. I wouldn't go out and get a spare actuator right away -I'd pull the door panel and nose around. The door panel isn't very hard, and is much easier the second time around, so I'd recommend doing a few checks before buying an actuator.
Note - don't test the actuator by connecting 12 volts to it - it only gets a short pulse from the Central Locking control unit, and 12 volts continously will burn it out. If you want to check it, pull another door panel and swap with a known good actuator.
