Does the engine surge or miss when the electrical disturbance hits?

A big clue here is that non-switched devices, such as the radio memory and alarm system are disturbed. Most stuff only comes on with the ignition switch, but stuff like the radio backup power is always on the battery bus.

One could say it was the alternator, but if the alternator hiccuped, the battery would take the load. Wherever the problem, it is probably occuring pretty close (circuit wise) to the battery. I would inspect battery cables - look for a whitish or greenish powder in between the copper wires - if so, that's a sign of corroded cables, and they should be replaced. I would clean the grounding point where the negative battery cable meets the chassis - that is, remove the nut, clean/polish all surfaces with some Scotchbrite, and re-install. Simply cleaning the dirt off the connection will do no good, as the current path is on mating surfaces which you can't see unless you disassemble it.

If that doesn't do it, I'd go after other ground points. It would be nice to know if the engine hiccups, because that can help isolate it. If the engine hiccups, then the problem is occuring on the battery/alternator side of where the power branches off to the switched busses. If the engine doesn't hiccup, then the problem is downstream.

One remote possiblity is the battery. If it's old, I'd suspect it more. There could be an intermittent internal battery short, that would pull a lot of current for a short time. If the battery is old (4 or more years), replace it, but no matter what, inspect the cables and clean the ground points.
