A bad oil pressure relief valve would cause high oil pressure downstream of the pump. The pump pushes oil to the bearings and cams, and from there, it drips down into the sump. The sump is just a pan of oil.
If oil is coming up the oil filler pipe, a few things come to mind. First, make sure the oil level isn't overfilled. Too much oil, and the oil actually will impact the bottom of the crankshaft, causing froth.
My guess is that something is pressurizing the crankcase with air pressure. Two places this can come from - combustion gases getting past a piston ring (worn cylinders or cracked ring), or from the turbo, because of a bad or incorrectly-installed PCV valve. The crankcase runs at a slight pressure, and to prevent oily fumes from being blown into the air (pollution), the PCV valve allows oily fumes to be sucked into the intake manifold and burned. That's the hose from the valve cover to the throttle body. It should have a one-way valve there, to allow fumes to go into the throttle body. If that valve is installed backwards, it'll allow the crankcase to pressurize, and that could push oil up the dipstick. Even worse, every time you hit the turbo, that pressure flows through the one-way valve and pressurizes the crankcase even more.
I'd check the oil level for over-servicing, and check to see that the crankcase ventilation valve is in correctly, and not plugged.
