Of course, I'm assuming the spark plugs are in good shape and properly gapped, that the air filter isn't too old, and that you've checked around for vacuum leaks.

I'll also assume that you can get full boost (top of yellow/beginning of red) if you've got the revs up over 2500 rpm or so, and nail the throttle.

I'm going to guess AMM (air mass meter). They do have a tendancy to die after a while. You supply air by pushing the throttle - the ECU measure the air flow with the AMM, and adds the right amount of fuel. If the AMM isn't working right, it essentially doesn't even know that you're pushing the throttle.

At low engine speed (like idle), there isn't much air flow through the engine. If the AMM is tired, it may not be able to measure that low a flow. At speed, the airflow is much, much higher, and it could put the AMM into a better part of the operating range.

The bad news is that about the only way to check the AMM like this is to install a known good one. If you know someone else with a Saab, depending on year, you can swap them - After about 89 is good. Or you can go out on a limb and buy a rebuilt unit and try it. Make sure you specify the year, and make sure that the part number is the same. Older units look very much like the newer ones, and the connectors will fit - however, they are wired differently.
