The wastegate rod does sometimes stick on these, but, usually, the problem is that it sticks open, allowing too much boost, and then you hit fuel cutout. I'm guessing that what's wrong with this one is the seals are gone, and the car is not making any boost. If you have a hand held (or any other) boost gauge you can bring to the car, you can tap into a line at the back the inlet manifold and this will show what (if any) boost the car is making. If it's a '97 CS it should be making lpt boost, which is only about 5lbs. If it has been upgraded to FPT, it should be making about 13 or 14 lbs. What is the mileage? Does the car have maintenance records? My thought would be to get a (worst case scenario) estimate for a turbo replacement from your Indy, and try to get the seller to lower the price by something close to that much. Have you already paid a deposit? I'm not sure what your plans for the car were, but it could be an opportunity to upgrade to a TD04 (Aero) turbo, or something else. I would think you should be able to buy a good, used T3 (stock '97) turbo for under $400. Shouldn't be more than a couple of hours to install, and a good opportunity to do stuff like a JT downpipe, forge wastegate actuator, etc.
