My AC Doesn't Seem to Work As Well...

...as it used to. One mechanic diagnosed a leak at the condendor-hose-to-condensor union (a non-SAAB specialist) by using the dye test, and he said he couldn't generate a vaccuum in the system. He said he recharged the system.
A couple weeks later, second mechanic (this one a SAAB indie) used a "sniffer" and couldn't find any leaks, but he told me the system was low by one pound, so he topped it off.
Now the car's AC is blowing cold when the car's underway, but it doesn't blow very cold when the car's not moving.
Any thoughts on this? Is a "sniffer" device adequate for testing the AC system for leaks?
