bulb is H3, available everywhere. Do not touch the glass part of the bulb as you are inserting it, as oil from your fingers will quickly burn it out.
Remove the splash-/roadjunk- guard from under the front pass. side. It is the black plastic panel that attaches with screws (small bolts, 10mm head) under the front of the car on that side. Once removed, remove the back of the foglight assembly with a phillips-head screwdriver. Pull the little door down, reach in and un-hinge the spring-clip holding the bulb in place. Disconnect the wiring from the bulb, reverse the procedures to install the new one, and you're done!
The headlight wiper thing is a very common issue with Saab's. Happens occassionally with my 9000, as well as my 900. It also used to happen a lot with my '96 900S (which is the newer style 900, so you'd think they would have fixed that problem...). I just ignore it.
