You'll have to yank the seat cover off its flange along the metal seat bottom in the region of the latch -- look at the other seat cushion for reference. Then feel around in there and there's a metal lever the strap once attached to. It takes some struggling, but just pull upwards on this to release the latch.
I haven't yet devised a McGuyver, but I think if you unscrew the latch from the seat bottom you might be able to figure something out to restore the original functionality.
