Think of it the same as add-on fogs in front...

Power it via a relay off your headlight circuit and have a separate switch to turn it on and off. Not sure if you can take the power of your tail lights or not. Usually when you do this for add-on front fogs you also tap power off the battery, not just the headlights, so running the wiring could be a pain if you want to keep it professional and out of sight.
You could probably use an inline fuse in a plastic holder (parts store item) if you don't want to mess with the main fuse panel. I did this on trailer hitch wiring on my wife's Explorer which required tapping power off the battery. Works fine.
FWIW, the factory rear fogs work only with the headlights on and are on a separate circuit from the front fogs. I don't know how it is wired, but the factory rear fog will go off when you kill the headlights and must be turned on again manually.
That's my .02. Hope this helps.
