No seal is perfect, so some oil escapes the turbo seals. Also, oily air is drawn into the intake manifold from the PCV valve, and some usually makes it 'upstream'. So some oil is normal. I'll make the assumption that this is the first time this area has been opened up, so that oil could have been accumulating for the past 97K miles.
If you were seeing blue smoke in the exhaust, and were going through oil (say a quart every 1K miles or less), then I'd assume that the turbo seals are on the way out. If you cleaned the area out, and saw an appreciable amount of oil back in there in a week, I'd worry. But if you're not burning oil, see no blue smoke, and haven't had that area open in the past, say 12 months, then it's fine.
