"top end cleaning"????

My 9000 Turbo was failing one aspect of CA smog miserably but passing all other tests by good margins. Specifically it was failing only the HC at idle.
Recommended idie first did what he called a "top end cleaning", which apparently consisted of running something through the fuel system to clean the injectors and intake. This was not cheap. I think he charged me $40 parts for the "kit".
Does anyone have any experience with this? Any info would be helpful.
The effect of this was negligible on the HC. Next step was to replace the O2 sensor. Charged $60 for the part, but I see something spliced in, so I am doubting that it was the stock Saab part. This improved the situation, but it still failed. Finally he put on another cat, and it passed, though by a fairly slim margin (93 with 100 as the limit). The cat wasn't new.
PS. The car is new to California. Don't know to what extent PA check smog.
thanks
