Welcome to this corner of cyberspace! Since no one else is answering you, I'll tell you what I know, although I have never had a car of your vintage - earlier and later SAABs only!
You might do better to search on the "Performance" Bulletin Board on this site. In addition, you can gain a lot of knowledge on the APC system by looking at various repair documents on this site: http://www.townsendimports.com Click on Saabmaster and follow through from there.
From what I know, the ECU on your car is very tunable, and it seems that many people do so. You can adjust several of the potentiometer settings on the circuit board, and some people have also changed a couple of the resistors for further enhancement. You will find kits or pre-modified ECUs on Ebay all the time, typically called a "redbox". I can't vouch for anyone's product, no experience.
I would start with ECU mods before I even thought about replacing the turbo. The stock unit can sustain 15+ psi, whereas most Honda tuners are happy with half that amount.
