Turbo "surging" when booted

Hi,
I have a problem with a 2.3Turbo Anniverary model that has caused problems when out dragging a BMW 535 and a Mercedes 4X4 ....
When accelerating flat out the boost goes up to the yellow/red line, then backs off to half boost, then back to the yellow/red line and so on, probably does this cycle about 2 or 3 times a second with any passengers doing a nodding dog impression. Funnily enough it was doing this when I bought the car about 20,000 miles ago, then it fixed itself, now it has come back, so I suspect its not a perished hose problem.
There are no other symptoms such as whistling noises that I have seen in other postings...
Anyone any idea what could be wrong? Any help appreciated, getting overtaken by a smug 4X4 is not good....
I though I might pull the electrical plug off the APC valve to see if its a sensor problem cutting the boost, good idea, (or not)??
