short version: Question #1 (the fuel cutoff) has been FIXED!!!

long version: Took the car to a local import mechanic just to have him check it out and he wanted to replace the DI unit without even looking at the turbo so we quickly removed the car from his care and reconsidered our mechanic choice. After checking the "mechanics" section of this site, I drove the car over to Swedish Imports who had previously told me that they could not see the car until Thursday at least. Taking pity on me (as this was my second time back that day) a tech came out to just look over the car with me and quickly pointed out the wastegate assembly. He said something to the effect of "your best bet is to take that thing home, spray the hell out of it with PB Blaster (best stuff on earth) and see if you can't pull it free, I'll bet that's your problem." So we took it home, spent the better part of the evening spraying and pulling at the rod until suddenly CLICK and it was moving! Took the car out for a test drive and slammed on the gas, flew right past 4000rpm without ANY jolts or fuel cutoffs! We are still taking the car into Swedish Imports on Thursday to do some checks on the car as a whole, but I think it's just great how much they helped before they had a dime of our money! I would highly recommend this shop if you're in the Chapel Hill/Durham area of NC. They're good people.
